Handwriting option unavailable under Alternative User Input

Hi folks

I have tried the custom install, the complete install and
the typical install and the handwriting option under
Alternative User Input in the install options does not
show up even though all the Microsoft documentation says
it should be there. Speech is there, just not handwriting.
I'm running Windows XP for a tablet PC. Anyone have an
idea what I'm missing here? I want to get my Office
programs to convert handwriting to text.
