handwriting recognition will not install

I have installed office 2003 with its service pack one on a tablet pc with
Windows XP tablet pc 2005. I Cannot get handwriting recognition to install.
It does not show up in the advanced install options in the alternate user
input setup tree under office shared features. I see speech recognition there
but not text recognition. the Microsoft handwriting component does install.
As a result of all this Writing recognition does not show up in the language
bar. I haVe tried repairing and reinstalling office to no avail. Suggestions
would be welcomed!
