handwriting recognition

Hallo!

I'm using office XP english version on non-japanese windows 98. I have
support for japanese and japanese IME 2002 instaled. I also installed
handwriting recognition and XP proofing tools (for japanese). I can use
handwriting recognition only for english - it doesn't work for japanese. Do I
need japanese windows to be able to do that? While using IME - there is no
handwriting applet among available ones. Can someone help?

How/where do I get IME pad for kanji? In help menu of Office xp IME japanese
there should be 5 applets, one of them is handwriting applet. I have only 4
applets. It's as though as this applet didn't instal correctly (when I was
instaling IME), but I removed and instaled IME at least three times - nothing
changed.
