Handwriting Regconition not avaliable

Under Office Shared Features > Alternative User Input, Handwriting is not
avaliable. Regional and Language Options > Languages > Details > Advanced >
Turn off advanced text services is UNTICK. Using Tablet PC with Windows XP
Tablet SP2 and Office 2003 SP1. Any idea guys/gers?
