Hard drive space lost to NTFS filing sytem

I have got a PC that has windows NT and I want to change this to windows 98
on so has got NTFS filing system I have tried to F Disk the drive and it
will not let me. If I delete primary partion it says I can not as there is
a secondary one and if I try to delete the secondary it says can not delete
because of logical drives, I try to delete this and it says no logical
drives present. I try to install windows 98 and I do this successfully but
I have only got 1 GB left as the rest is taken from the old windows NT
operating system, can somebody please help!!!

STart the installation of Windows 2000 by booting from CD.
Delete existing partitions.
Stop on the next screen.
Restart installation of W98.
