Hard returns not recognized as new body type

I have a document that somehow made a whole section as
body text and doesn't recognize each hard return as a new
level for body text. I therefore had to replace each hard
return inorder to apply bullets. Any idea on 1. how this
could happen and 2. how to globally change the hard
returns?

Ordinarily when you press Enter, Word creates a new paragraph in the same
style (or with the same formatting) as the one you just typed unless you
have a different style selected as the "Style for following paragraph." What
are you expecting Word to do when you press Enter?
