I have a small newspaper and I would like to use Publisher instead of Quark,
however, the instructions for preparing the files for output to web offset
presses are all online. I would like a convientnet way of printing them so
they could be integrated into the workflow instructions.

I was able to print a help topic (I wasn't able to find the one you were
referring to however) by clicking on the printer Icon in the help window. I
was also able to select copy and paste the text into notepad (I like to use
notepad as a go between as it removes all formatting from text), so can copy
it from there to any other application to print it. If you are talking about
something you have found by searching the internet, you should be able to
print it straight from your web browser or copy and paste the text. However
I'm not sure what the copyright laws have to say about the copy and paste
method (I'm assuming that printing is allowed on all help files), although
for the purposes you describe I'm sure there shouldn't be any issues.
