Having not all receipents receive an attachment when email is sent

In our business email is vital. However there are times when email comes in
handy to supervise on employees- i.e. to make sure the work is done. Also
what are very useful in emails are attachments. However there are times when
the sender is interested in sending an email with an attachment to a number
of recipients, but not having all recipients receive the attachment, due to
wireless emails like blackberry, that can not open attachments properly. The
receipents are copied either to show them that it was done, or to show the
main recipient that that certain people were copied. Thanks.
