Having problems getting OneNotes to sync onto PDA

I have went to the the "sync" tab in OneNote, but the items are not
highlighted to be able to click on the items, except for "offline". Any
suggestions?

That's not for PDA synchronization, that's for synchronizing across multiple
computers. The OneNote sync stuff (which is not very configurable) would be
in ActiveSync on Windows XP or Sync Center in Vista.
