Header & Footer elements not showing in Excel 2007

I'm on a PC running Windows XP. I inserted a picture in the header following
these Help instructions:

- On the Insert tab, in the Text group, click Header & Footer.
- Under Header, click either the left, center, or right header selection box.
- On the Design tab of the Header & Footer Tools, in the Header & Footer
elements group, click Picture and then find the picture that you want to
insert.
-Double-click the picture to insert it in the header section box.
- To resize or scale the picture, click Format Picture in the Header &
Footer elements group, and then, in the Format Picture dialog box, select the
options that you want on the Size tab.

This worked great, and I spent a bit of time resizing the image and the
margins, etc. I checked my work in print preview, and saw the image wasn't
quite right. When I went back to the Insert tab and clicked Header & Footer
in the Text group, it now only brings up the Page Setup dialog box, and not
the ribbon that includes the Design tab for the Header & Footer Tools that I
need to edit the size of the image. What happened to that ribbon and how can
I get it to reappear???

Hi

On the View tab in the Workbook Views group, click Page Layout. Now try
Insert-->Text-->Header&Footer
