You can use FPs Include pages. If you have FP 2002, you'll
find this under Insert > Web Component > Included Content
You would first create a page with the content (your menu,
I believe). Save that page with a unique name, such as
Include_menu.
Now on the pages you want this page to appear, you would
click at the top where you want the included page to
appear, then click on Insert > Web Component > Included
Content > Page, and browse to your Include_menu page.
After you save the page, the include should appear at the
top of the page in the browser.
If your menu is Javascript, I think you'll have to put the
Javascript style tags in the body of the Include page, as
an Include's page Head information is discarded.
