header image moves to last page. will not stay put.

ok. i want to make a template. i have a header image, it is 8.5"
wide, and 2.5" high. i want it to stay at the top of the first page.
always. forever.

i open a new blank document, change all the margins to zero, and insert
the image. then i adjust the margins to line up with the image. 2.5"
on the top, 1.25" on the left, and 0.5" or 1" on the bottom and right.
of course after adjusting the margins, the image moves with them. so
i go into the image properties and set the "layout" to "behind text"
which allows me to move the image back to the top.

so i have the image at the top, and when i start typing, the test
starts right below the image. this is what i want. HOWEVER when text
goes past the first page, the images MOVES TO THE SECOND PAGE. why
does it do this, and how can i prevent it from doing this? it moves th
the second page, and leaves a big blank space on the first page, where
it used to be. i want it to stay on the top of the first page. i want
it to stay on the top of the first page. where i put it in the first
place. and where i told it not to "move object with text". but it
still moves. i want it not to move.

i'm sorry, this seems completely counter intuitive, that the image that
i put at the top of the first page, where i want it, moves when a
second page is created. why would i want an image to move with me as i
type? i want it to stay on the top of the first page. how do i
acconplish this?
