Header not appearing till I select headers and footers in veiw

Everytime I create a new document I can not see the header or fotter section
.. The Cursir goes to the top edge of the page . If I then select Veiw
Headers and Footers they appear and the document looks normal and behaves
normal. Any idea how I can correct this?
