Header problem

Word will merge fields properly if the merge field contains data in headers,
but it does not handle merge fields containing no data properly.

This is not a suggestion; it is a very cryptic statement. I create mail
merges routinely, and I have no idea what you're talking about here. If you
don't have a header row, Word will create arbitrary merge field names.
