header problem

i'm having an intermittant problem that when word is opened it does not allow
space at the top of the document for a header (the cursor is right at the
paper edge). if i click on headers and footers then close the box the cursor
will then go to the correct position on the page. why is this happening and
how can i permanently set it so that it doesn't do this anymore?
