Headers and Footers anomaly

I am working with a document that goes from portrait to landscape and back
again several times. As we all know, the margins for the headers and
footers when the page changes orientation. I have notice, however, with
great inconsistency that if I click "same as previous" icon, sometimes the
header and footer adjust to the correct size and sometime they don't. Any
clues on this anomaly? (using Word 2000)
