Headers/Footers anomaly

I am working with a document that goes from portrait to landscape and back
again several times. As we all know, the margins for the headers and
footers when the page changes orientation. I have notice, however, with
great inconsistency that if I click "same as previous" icon, sometimes the
header and footer adjust to the correct size and sometime they don't. Any
clues on this anomaly? (using Word 2000)

clear and detailed answers in at least two, which means that at least one
person wasted time on your question that could have been spent answering
