Headers get DL'ed but no mail anywhere

I have a user currently using outlook 2003. I have checked all the mail settings a bunch of times as well as passwords and such. What is happening is the mail headers get downloaded, about 8,000 of them, and the folders off the inbox also show up but there is no email inside any of them. It also looks as if email cannot be received or sent too.

I am using claimwin av on the workstation but the email settings are turned off.

Anyone have any ideas?
