"Headers only" not working

Hi All

Hope someone can help. I have outlook 2007 running in cached mode
connecting to an SBS 2003 server. When I leave the office I have to connect
via my mobile and pay very expensive data usage charges. I select "download
headers" or "download headers then full items" but the whole email always
comes down regardless of the size. I have used the menu in the bottom right
corner of outlook as well as in send/receive settings. I used to do this
with outlook 2003 without any problems. I could download the headers and the
full items manually if required.

Any help would be appreciated.

I am experiencing the same problem and able to reproduce on several test
users and Outlook sessions running a "plain vanilla" setup.

I am surprised that there are not more posts on this topic. Which makes me
think it may not be a bug.

Does anyone have any suggestions?
