Headers or footers in table cells?

Is there any way to get some text to print at the top/bottom of every
cell in a table -- like a cell header/footer?

I need to make some instruction cards to be printed on perforated card
stock like these:

Mine will probably by 2 x 2 or 2 x 3.

I want to center the message both horizontally and vertically in the
cell and also have a line of text at the very bottom (and sometimes at
the top) of each card.

I don't see any way to do that.

Have you considered a label type mail-merge. You could have the variable
text in a mail merge data source and the fixed text you would enter into the
card and use the Update Labels facility to propagate the setup to all of the
cards. before executing the mail mege.

You can subdivide each cell in three, using the top and bottom parts (sized
as required) for the "header" and "footer" and the center one for the rest
of the content. Combine this with Doug's merge suggestion.
