Heading 1 Link to a Footer

My boss wants our footer to 'cross reference' our heading 1. That is, to
automate the process of template development, he wants Heading 1 to
automatically refer to the footer. So, if I type Chapter 1 in Heading
1, the footer sees the number 1 and displays it. If I start Chapter 2,
the process is repeated. How do I do this?

Use a StyleRef field.
