Heading Numbering

Hi,
I have a heading style that I want the numbering to be 1.1
and then 1.2 and then 1.3 and so on for the headings in
this section. But my heading style is numbering the
headings 1.1 then 2.1 and so on.

How can I correct this?

Hi Graham,
The heading is Heading 2 and its format is at:
Normal + all caps, English U.K.), Indent: Hanging 0.5"
Justified, Space after 12 pt, Keep with next, Level 2,
Outline numbered, Tabs:0.5"
What else could be the problem?
I checked my Heading 1 which is the first main heading and
this is set to Level 1.
