Heading Row on table won't repeat

I've had this problem more than once. I cannot get my table header row
to repeat. I have chosen the row, hit header row repeat (done this
many times) but it will not work. My table crosses multiple pages, it
does not appear that I have any manual page breaks. I think it has
something to do with the page header, since I notice when I pull up the
header/footer view for the document that once the table crosses into
page 2, 3, etc., it is fully within the header section. But, I can't
seem to shrink that without making a bigger mess. HELP.
