Heading Rows Repeat disables the first page of the table

There seems to be a bug in Word 2007 - Heading Rows Repeat. If I have
multiple pages and engage the feature for the first row on the first page, it
disables table editing on the first page (in Layout view). Though editing is
available on the second page.
Also, if you click in the area above the table on the first page, it will
say 1 of 10 (or however many pages you have) in the lower left corner.
Clicking where the table is on the first page will make the page of pages
display the last page the header shows up on (like 9 of 10). Clicking in the
table on page 2 re-sets it to 2 of 10. So, somehow it thinks the first page
heading row is now the last page of the table.
Editing is availabe in the draft view, but it is a hassle to switch over.
Any thoughts on why this is doing this or how to make it work?
