Heading Rows Repeat Problem

I put a manual break by pressing CTRL+Enter in the first row of my table so
that I could insert a paragraph of text to introduce the table. Now when I
select the first row and activate "Heading Rows Repeat," it does not work and
the row doesn't repeat across pages. I have switched views, deleted the text
ahead of it and nothing has worked.
Suggestions?

Inserting a manual page break splits the table, so you actually have two
tables--no heading row to repeat. Paradoxically (and fortunately), if you
instead apply "Page break before" formatting to the appropriate row (Format
| Paragraph | Line and Page Breaks), this does not split the table.
