Hello, I need Help

hi customer service
I have HP desktop with windows 98. I recovered the entire systy using the
recovery CD was provided with me computer. after i finished recovering, i
couldnt install anything on my computer. every time i try to install some
program, i get this message " MSIEXE.EXE file is linked to missing export
MSI.DLL:222".
please help me and let me know what to do.
