Help cannot defrag my computer!

I have defrag software Microsoft ver 4.70.1998-
I keep trying to defrag my computer but I can't.
This just started this past month. I keep trying.
What the pc does - it goes to 1% and then to 2%
and back to 0% after 3 hours!
My computer files are cleaned up...I show the
following info on my computer (c Drive);
Capacity 23,139,106,816 = 21.5 GB
Free Space 17,663,836,160 = 16.4 GB
Used Space 5,475,270,656 = 5.09 GB

I have Win 98 ver 4.10.1998 and recently (the past
week or two) I have been downloading MS Win 98
updates for my WIN 98.
