Help! Cannot Open Outlook 2000 Help Files

When I try to access the Outlook 2000 Help Files I get the following error
message:

"Microsoft Outlook cannot display Office Assistant Help. Microsoft Outlook
cannot install the necessary files due to Windows Installer error 1606.
Feature ID not registered."

When I select "OK", I get

"The Office Assistant cannot currently answer your questions because the
help files are not installed." then recommends I install the help files.

I did the standard installation and have done a full repair but still cannot
clear this problem.

Any help is sincerely appreciated.
