Help -- can't assign task in Outlook 2003

How do I assign a task in Outlook 2003? There is no
longer a command on the file menu to create a task
request. Help describes it as File, New, Task Request --
but there is no such command.
Also, the Assign Task button is missing from the toolbar
when a task is opened. If I do Ctrl+Shift+U,
the task request form appears, but the toolbar no longer
has a Send button. Is there something wrong with my
install, or have these features changed?
