HELP- can't send email out

I can receive email, but I am getting an error message..... The connection to
the server has failed. Account: 'mail.tru-tungsten.com',
Server: 'mail.tru-tungsten.com', Protocol: SMTP, Port: 25, Secure(SSL): Yes,
Socket Error: 10060, Error Number: 0x800CCC0E
