Have you contact the host to have them check the permission on the fpdb folder and the database?

im running them using IIS now. Using adminstrative controls->IIS->folder
fpdb->properties set to Read Write and Log Visits. Anonymous access is also
allowed!

You need to let FP manage the permissions so do this, export the database via FP to your desktop,
delete the fpdb folder and the global.asa file from within FP, then run Tools | Recalculate
Hyperlinks.

Next import (drag-n-drop) the database back into your open FP web, FP will prompt you for a
connection name and if it can move the database to the fpdb folder, click ok/yes.

Can you open the DB read all fields in the DB (from a custom web page script or using the DB results wizard?)
