HELP - document view, issues view

Here's the situation;

(I am posting in this folder as well in the hope someone can help me)

We have been running Microsoft Project Server 2002 with Sharepoint Team
Services for over a year now with many problems over the time but this one
has me beat. Both STS and Project Server are on the same machine with MANY
sites created for our projects. Something has happened somewhere that
caused the following events:

To this, I also had errors of the following;

Error #20001 Message: Cannot open file "service.lck" for reading.

Also, users who previously were able to access the document stores of the
sites (both via network neighbourhood and via the web folder view) now
cannot - in saying that, I did find a work around by adding the individuals
to the root web as authors, this then allowed them access to document stores
via both the network neighbourhood and the web folder views. BUT - they
still cannot access either the document nor issues views of project server.
ALSO - I have tried to reconnect project to sts via the Modify server
information administration page, this produced an error stating;

Microsoft Project Server cannot read from the specified Sharepoint database.
The reasons could be:
1. pivodnet\admin-project does not have read permission on the specified
Sharepoint database
2. The database server and database name are not correctly specified.
3. The database server is down and cannot be accessed at this time.

etc. etc.

I've gone through THOUSANDS of postings to try and resolve this problem. I
have tried pscomplus, proxycfg, reseting iis, checked the db access rights,
checked the administrative rights,,, you name it,, I've done it. ALTHOUGH -
I did have one little win by finding one page that told me to open the root
web in Frontpage and to recalculate through there, which did resolve the
FrontPage 5.0 warning for the "service.lck" file. However, I still cannot
get the views for documents and issues in project server to work.

I'm at my wits end... there is obviously some reason why the project server
db cannot connect to the sts db, but I feel it is more of a Frontpage Server
Extensions problem. I have too many sites at risk to do anything too
drastic,,, so if there is anyone out there who can help hem help it would be
greatly appreciated.

Things to look at:

Rerun Com+ to make sure that the admin-project account is properly
identified as the STSAdmin account
Make sure the account password hasn't expired
Make sure that the account hasn't become locked
Stop and start IIS
Consider rebooting the server

Has anyone made any changes to directory security on the IIS side? Is the
IUSR account healthy? Is anonymous access allowed on the project server
directory? Review the security settings on the ViewDrop folder.
