Help files in Access 2002?

When I try to access MSAccess2002 Help, I get a very
generic Help menu, which includes "What's
New", "Microsoft Office Web Site", "Getting Help", some
generic Help Topics, and web links to Microsoft Press and
Product Support. No Index or Table of Contents. Are
these gone with Access2002? Or is this a sign of
something out of kilter on my PC? I have tried
deinstalling and reinstalling MSAccess(full install) to
no effect.
