HELP for GeneralOnlyUpdatesAllowed error

When I'm trying to add a task with QueueUpdateProject(), the next exception
appears:

System.Web.Services.Protocols.SoapException: GeneralOnlyUpdatesAllowed

What happen? It's a server problem or a code problem?
