Help generating a watermarked letter

Using as much MS help in Word as possible, I have been trying to make
a letter template for various occasions. I am old enough to know
people who might appreciate a letter over Christmas and some of these
people do not have a computer. I have tried alt.com.microsoft.office
but it seems quite a dead end so I am asking you good people, either
do you know how or where I find the information which will enable me
to make the dot file.

I have so far tried to place a picture in the header and it look
promising as the contrast goes down the instant you close the header
and footer section - it is placing the text on top of the picture at
causes the trouble.

I have had a letter where it was done and I am sure it was set up in
MS Office.

Please help, if you can.

I'm not sure I understand, because you have asked nothing about watermark.
However, it seems you have trouble putting text over an image. If that is
the case, select the image, click Format --> Picture choose tab Layout and
select Behind Text. This will change the image so you can resize it, move it
where you want and when text is entered it will appear on top of the image.
Don't worry that the image and text appear duller when you are editing the
document. Header and footers are always shown dulled.
