By importing the file onto your own computer (MUCH the best idea,
Microsoft does *not* work well over a remote connection!), or set your
Windows security settings to permit connection to this file. Is the
file somewhere on a remote computer? Are you accessing over the
Internet?

To add to John's comments, if you try opening an ACCESS file that is
attached to an email message (double-clicking on the attachment), this
message will appear. As John says, copy the file to your hard drive first.

Hello John......

We are not accessing over the internet. The access point
is through our LAN.
