HELP! Junk Mail filter quit working in Outlook 2003

I have a user whose Outlook 2003 quit filtering junk mail. Now
everything that use to go into her Junk Mail folder goes into her
inbox.

I have checked the Junk Mail settings in Tools menu and it's set to
high but it's simply not working at all. What can I try? I updated
Outlook (MS Office 2003) to service pack 2 and even installed the
latest junk mail filters but that doesn't seem to help.

What else can I try to fix this?
