Help, my Access XP (2002) Security Wizard is disabled

Hi,

I have a database created in access 97 that now resides on an XP Pro
box with Access XP (2002). I dont want to convert, because I still
have machines on my network running 97 that have to use this db.

I have users and passwords set up fine on the 97 boxes, but cant seem
to get it working in 2002. The User level security wizard is disabled
(grey). I have added users and passwords manually through the
Tools>Security>User Groups and Accounts menu, but do not get any user
or password prompt after re-starting Access or opening a database. I
feel like I am missing a step that may be new to Access 2002, but cant
find any answers in help files or MS knowledgebase.

If you could shine some light on what may be the problem or steps I
need to take I would be grateful.
