Help! New Stationary in OneNote 2003 (SP2) will not install

I have installed OneNote 2003 (SP2). When I try to download new stationary
from the office website, the ActiveX control seems working, but the
stationary does not appear in my OneNote stationary list. Also the new
category is not created. How do I fix this? I already tried a fresh
installation of OneNote.
