Help on re-installing Photo Editor

I installed Office 2003 and Photo Editor disappeared. I re-installed Office
2000 Pro, and still no Photo Editor (I'd rather have Photo Editor than the
2003 version of Office). The file PhotoEd.exe appears on the C drive, but
clicking on the icon only makes the icon appear on the task bar - no program.
I tried using the Repair function - no luck. All suggestions appreciated.
