Help page within a template

With help from the group I have successfully created a template form. What I
am trying to do now is; when someone opens the form to complete it, a "help"
page opens explaing basic rules for completing the form. They should then be
able to close the help page and complete the form.

I have separate instructions in each field of the form which is working
fine, just need to create this "overall" help page when the document is first
opened ..... or ..... a "bubble" that hovers over the document explaining
some basic rules.

Not sure if this is possible!
