Help Password Access

I have multiple web pages. All done with FP2000.

All are password protected so that the _private subdirectory is not
visable without UserName and Password.

All my web sites work correctly except one.
In that one the _private directory is visable to every one.

I went to the UNIX of the computer that supports the web and chacked
the file descripters.

Yes, UserNames and passwords are turned on.

I finally set the most chritical information file to:
chmode: 6000 critical_file.txt

Finally the information is safe. But, my user cannot access
critical_file.txt

What did I fail to do or check?
