How can I send an Info path "survey" form, and it can be avaliable to answer
for people who doesn't have Info path....?

If I can, does anyone knows a programs to do that?

Hi,
You have to design your Survey form with Browser compatibility. And after
that you have to publish that form to a SharePoint server.
Then people can open and fill out the forms in Browser.

Did I mention I want to send it to people, not in my network, who doesn't
have Info path?

You only have 2 options.

1. Have SharePoint server that exposes an external URL through something
like Alternate Access Mapping (AAM) or...
2. Make sure your clients have InfoPath installed.

Unfortunately there is no other option at this point.

I found one way to do that, is to send it as an email.
You use, Outlook, Access, and InfoPath together to accomplish your task.
I created a database in Access to collect the data.

Go to the External tab and click Create Email.
Choose Microsoft InfoPath form.
Choose Collect new information...

When the messages come back to you, Outlook will save them into a special
folder.
Use the Actions tab of Outlook to send your Responses back to your database.
