HELP - There isn't enough memory to perform this operation!

I'm at service pack SP-1 and still recieve the
error... "There isn't enough memory to perform this
operation. Close unneeded programs and try the operation
again"...This appears then tying to either Open or Design
mode of a Form.

All applications are closed except the Access database,
and once this error message appears unable to have the
Form Open or Design mode.

Any help???
