Help w/ Formula for If/Then

Hi There,
I asked this a couple a days ago but the formula was incorrect. Can anyone help?
Need the formula for:

If test credits are (12) or more, add (1) bonus point.
If test credits are less than (12), subtract (2) penalty points.

Table would look like:

G4 cell = Test Credits.
H4 cell = Bonus/Penalty 'totals'.
E21 cell = Bonus point (1).
E20 cell = Penalty point (2).
