Help will not come up in any Office 2007 SB program

I cannot get help to come up in any office 2007 sb program. If I click the
"?" I go to the Configuration Process window and the bar reads "Configuring
2007 Microsoft office system..." Once it labors through that screen it asks
me to restart. Then when I go to an office program and hit the "?" again, I
get the same action. I have uniustalled and reinstalled office but cannot
get it to behave any differently. Please help my help.
