help with a half sheet flyer setup

I use publisher 2003 and I am having problems setting up a half sheet flyer.
I need to create this for the company that work for.
I checked on office.microsoft.com and could not find any help or any
instuction on how do this.
I have scanned a picture of the flyer and saved it as picture in microsoft
photo editor.

Any ideas on how can set this up in publisher would be helpful.

In page setup, custom, landscape, input 5.5 x 8.5. The dialog will say this will
print 2 copies per sheet.
