Help with combo box in fill in form

I hope I am posting in the right section. I apologize in advance is this is
not where I am to post. I will try to make my questions as clear as possible.

I am using Word 2007, OS XP and I am "trying" to create a Nomination form
for our members to fill in certain sections. I want this form to be used
when members submit whom they want to nominate for office. I want them to
only be able to type only in the text form shaded areas.

I am doing well so far, but I am now trying to add a combo box for all 50
states but the system tells me I can only add 25. Should I create another
combo box with the other 25 states or should I use a different tool?

I hope I made this clear as I know nothing frustrates me more when I read
other posts and not enough information is given. Also, I want to be able to
send this form via e-mail to anyone requesting the form(as an attachment),
nothing too fancy. Is there anything else I will need to do?
