Help with data access page field list and wizards

I'm trying to learn how to use Access 2000 on my own, just me and my textbook
( Databases: Design, Development & Deployment Using Microsoft Access by Pete
Rob and Elie Semaan). Things were going well until I hit the chapter
containing instructions regarding "Creating a Data Access Page using Design
View".

I cannot activate the Layout Wizard by dragging and dropping fields from the
Field List. In fact, I cannot drag-and-drop fields onto the page. I have to
select one field at a time and move each one individually with the Add to
Page button. The Control Wizards button has been activated.

How can I get the Layout Wizard to appear?

I'm running Office 2000 Pro on Windows XP Pro.

You can use the wizard to begin making your page, i.e. "Create data access
page by using wizard" instead of creating in design view. Other than that,
don't know.
