Help with inserting an empty graphic box

I echo the sentiments of some other posters here - Word graphics may do me in. I am designing forms for a group of people with varying degrees of computer knowledge. As part of the nature of their jobs, they have to insert a lot of pictures into their reports. Some have difficutly (understandably) inserting and formatting their pictures with captions. Therefore, I would like to insert a page full of empty graphic boxes (preferably, with captions ready to type in), already formatted where they can just add a picture from their digital cameras. Can this be done? I can't figure it out. Any help would be greatly appreciated
